Em junho de 2014 foi aprovado o Plano Nacional da Educação (PNE, Lei nº 13.005), que prevê as diretrizes e metas para a educação nacional os próximos dez anos. Por outro lado, Grupo do Banco Mundial (GBM), Fundo Monetário Internacional (FMI) Organização Cooperação Desenvolvimento Econômico (OCDE) preveem projetos orientações países economia emergente título políticas educacionais enquanto ferramentas propulsoras desenvolvimento econômico.
